I came across this website randomly the other day and ended up spending an age going through all the images. I love the detail and the little enviroments.
From the website it says that he gets inspiration from Japanese toys and old 2D video games. A great source of material indeed!
A friend of mine dabbles in the ol' pixel art now and then and I know how much effort goes into each image so I can't imagine what it takes to create entire cities?!
